start with a simple image, like this one.

use the blur tool , around places that you would like smoother. ( cheeks, forehead, arms, etc. ) avoiding places such as the nose, or being very careful not to blur the creases.

then using the sharpening tool , make it just big enough to fit the eye, go over it maybe once or twice at the max. just to make them stand out a bit more. adjust it smaller again and go over the lips once. to make the lips look shiny.

now take the burn tool , and zoom into the eyes. resize the burn tool to about 1px. and darken the make up! go over the eyeliner, and mascera a few times to make it darker, and to make it stand out more. but don't over-do it!

again take the sharpenening tool , and resize it to the appropriate size that goes with the hair. go over the hair once or maybe twice, to give it a more healthy, shiny look. one again don't over-do it. it will get "pixely", and will look like a rainbow..
